Tenant Screening Criteria
Screening is performed in accordance with Washington State law (RCW 59.18.257), applicable Spokane Municipal Code provisions, the Fair Credit Reporting Act, and all applicable fair housing laws. Screening criteria are applied uniformly to all applicants.
As part of the application review process, the landlord may verify and review:
Rental application information
Consumer credit reports
Rental and housing history
Employment and income verification
Public records, including civil court records
Criminal convictions when permitted by law
References provided by the applicant
Portable screening reports submitted by the applicant
Consumer reports may be obtained through Avail's tenant screening providers. In accordance with Washington law and Spokane Municipal Code, comprehensive reusable tenant screening reports are accepted.
Applicants wishing to use a portable screening report in lieu of paying a screening fee must provide a report transmitted directly from the original consumer reporting agency, such as Zillow, Experian Connect, or TransUnion SmartMove. Applicants must contact the landlord to inform them of the availability of the portable screening report to have the screening fee removed.
Applicants who receive an adverse action notice have the right to obtain a free copy of the consumer report used in the decision and may dispute the accuracy of information contained in that report.
1. Income Requirements
Household gross monthly income must be equal to or greater than three (3) times the monthly rent ($7,200 per month).
If part of the applicant's income is a verified rent subsidy paid directly to the landlord, the subsidy amount will be deducted from the monthly rent when calculating the income-to-rent ratio.

Retirement income statements
Disability benefits
Housing assistance vouchers
Social Security benefits
Veterans benefits
Other verifiable lawful sources of income
Self-employed applicants may provide bank statements from the previous three months and signed federal tax returns from the previous year.
2. Financial & Rental History
Applicants must demonstrate a pattern of meeting financial and housing obligations.
Financial history may be evaluated based on:
Payment history
Outstanding collections
Judgments
Debt obligations
Open bankruptcies
Other verifiable evidence of financial responsibility
Medical debt will not be considered.
Rental history may be evaluated based on:
Timely payment of rent or mortgage obligations
Lease compliance
Property care
Landlord references
Outstanding housing-related debts
Prior eviction judgments and their circumstances
Applicants to provide references from current and previous housing providers covering 3 years of rental, mortgage or residential history when available.
3. Criminal History
An individualized assessment is performed of any adult with criminal convictions to determine whether a business reason exists to deny tenancy.
Items considered:
The nature and severity of the offense
The number and type of convictions
The time that has elapsed since the conviction
Evidence of positive rental history before and after conviction
Evidence of rehabilitation
Other information provided by the applicant
Arrest records that did not result in a conviction are generally not considered.
4. Guarantor / Cosigner Requirements
If an applicant is otherwise qualified but does not meet income, credit, or rental history requirements, a qualified guarantor may be considered.
Guarantors must:
Submit a separate application
Demonstrate verifiable gross monthly income of at least four (4) times the monthly rent
Meet applicable financial screening standards
Execute all required guarantor documentation
