Of all the apartments I have lived in throughout my life, the Heatherington/Phoenix is the only one I would not recommend. The building has some redeeming qualities, like Willis, the maintenance manager who was helpful, kind, and prompt. The location is nicely situated in downtown DC, within relatively short distance to restaurants, entertainment options, and public transportation. The price is also decent, but you get what you pay for. Unfortunately, Daro Management, the company responsible for the property, did not put money back into the building for renovations. Aside from new windows (which are very nice), residents are forced to deal with old, dirt caked flooring (both linoleum and hardwood), inefficient window air conditioning units, and lead paint. The staff, with the notable exception of Willis, Ruth, and a few others, is unaccommodating and rude. Faheem, especially, is unpleasant to deal with. The staff's negligence became apparent when one of our upstairs neighbors began throwing garbage out their window (???) into the alleyway behind the building. The smell of rotting meat was nauseating and attracted unwanted pests, but despite our incessant requests, Daro did nothing about it. In addition to the discourteous staff and poor building conditions, you can expect lost packages and an empty front desk. Daro brags about its 24-hour desk staff, but you will never find someone at the desk from 12am8am. Perhaps worst of all, the building has had issues with roaches and bedbugs in the past. While I was lucky enough to avoid the bedbugs, roaches were a constant presence in my apartment. Ultimately, unless you have no other options, I would avoid the Phoenix. It's easily the worst experience I've ever had as a resident. Pros: - Location - Maintenance staff - Allows pets - Price Cons: - Bugs (typically cockroaches and house centipedes) - Old building - Staff/management company that does not give a damn - Front desk associate disappears throughout the day without warning - Frequent half-day water shutoffs for "upkeep" - Expensive/poorly maintained laundry facility - Disorganized package pickup system - No gym
