Downstairs unit will not have the ability to access the thermostat and agrees not to request changes in thermostat setting to management or upstairs unit. Heating and cooling will still be included in rental unit however, in order to reach desired temperature, an external/portable device will need to be used. (Heaters, fans, etc.).
