Good location, about 2 miles from Walmart, HEB, Target, Best Buy, etc. Easy access to I-37 or 410. Because it's a few feet from military drive, it's close to lots of restaurants, a movie theater, etc.
"Family-friendly," neighborhood. There's a park, playground, and volleyball court that people actually go to. Kids play outside unattended, without supervision, which says something about the area. This statement only holds true during the day though.
Maintenance is great and free, you fill out a service request online, and there's a really experienced guy who will fix any problem for you. Other people are saying maintenance is bad, this is the one area I'd actually have to disagree on. I've requested maintenance 20+ times and the dude has never failed to service me quick and fast.
Management is friendly and reasonable. Not sure what the others here are talking about, but "Anna" who runs the place, is more than reasonable. Friendly all the times I've talked to her and never had any problems in professionalism or late fees.
Decently priced rent. Compared to the entire SE area, rent is about average.

Roaches. Just actually saw one scurrying across the top of my dishwasher. Having roaches in an apartment complex in the first place says a lot about the place. It's a pain in the ass to deal with. This is after maintenance sprayed my kitchen with boric acid. This is also after I applied roachbaits + roachgels. The roaches are obviously not from my apartment but someone else's. Either way, for a complex that's 30+ years old, you would think they'd made enough money to properly get pest control to kill these buggers.
Noise. Can get pretty loud at night, especially if you are facing the oil refinery to the west of the apartments. Since it's the south side, people DO hold parties any day of the week at night time.
Crime. I had my car broken into while I lived here. There's no fence around the area, so anyone can get in. I'm from the ghetto so I don't mind walking around at midnight to get the mail, but if it was you, I don't recommend walking around the complex at night. You COULD get jumped, maybe. The apartments are a few feet away from the main road, and I have seen suspicious looking people come here.

I honestly can't recommend this place to anyone. Thankfully, I haven't seen bedbugs around this complex, but there definitely is a roach problem. My biggest pros for this place is management and location, but it's just not worth the problems that come with roaches. IMHO, in my super honest opinion, you'd be better off spending an extra $100-200/month on rent for the newer apartment complex's a little south of here.
The new complex's were built within the last 2 years and have no infestations or bugs. "Aviator at Brooks" is one of them. Search that area and rent from them or find another place without roaches. If this complex can get its act together and spend the money needed to completely kill these roaches, I'd definitely give a 4 star+ rating, but until then, stay away.
