The household cannot be comprised entirely of full-time students. At least one person on the lease must be a part-time student or not attending a university during this calendar year, with the following exceptions:
-Married with joint tax return
-Single Parent
-AFDC- Household receives Aid to families with dependent children (TANF)
-JTPA- Job Training Partnership Act or a similar governmental job training program
