Living here since August 2016. Office staff is responsive and emergency repairs are done well - we had a mysterious and sudden break in our window and it was fixed within 12 hours of reporting it.
Pest issues solved by asking for pest control, neighbors are generally quiet and the complex is convenient for students. My only complaint is that the carpet in my unit is worn out, and I would prefer to have hard flooring for cleanliness' sake.
Overall, quiet and cozy complex. Affordable and pleasant.
UPDATE 2017:
The last eight months or so, Charte Oaks has kind of gone downhill for us. New office staff is friendly, but now maintenance requests take 2-3 weeks to be fixed. We waited over a month for our dishwasher to be fixed, AND we had to send multiple texts to the office to remind them. The new maintenance staff member didn't let us know that it was even broken in the first place.
When our roommate had an active leak under her sink, we were told that leaks are not usually considered an "emergency maintenance request" even though fruit flies were everywhere in her bathroom and the leak so bad that she couldn't use her sink. After we sent more texts asking for updates on when her sink would be fixed, we were told they would make an exception for us and fix it. I don't know what is an emergency maintenance situation if an active leak dripping water all over the bathroom and playing host to fruit fly orgies (I'm talking multiple strips of fly paper filled up every 2 days) isn't an emergency.
When our online account had an error and it showed us owing ~$80 for rent (that we had already paid and asked specifically if it had gone through), the office staff left us a notice on our door (WHILE we were home!) letting us know that failure to pay within three days would be grounds for eviction. Was quite rude considering we could literally see them through the window as they did.
But wait, there's more!
They also briefly stated that we had not paid the $300 pet fee, and let us know that we had an unregistered pet! Thankfully, that was cleared up when they suddenly found record of it being paid (what).
When Chartre Oaks' sister complex was being torn down, Comcast accidentally cut the internet and cable to our complex. I know this isn't their fault, but internet is supposed to be included with the rent. We had to have Comcast come out multiple times for fixes, only to find that when they left everything was still out. Our internet was out for about 2 weeks and we were still charged full rent - paying for internet you don't get doesn't seem fair.
ALSO - although our lease states that the $300 for each pet is a deposit, it is not. It is a fee. You will not be getting that money back, even though that is not specified within the lease.
Our unit's flooring is in terrible, terrible shape and it has been since we moved in. We ran a carpet cleaner over it 8+ times and the water was still coming up black. BLACK, not brown. Gross! Doesn't seem like the previous tenants actually cleaned it at all. Not sanitary for sure.
BONUS! The new towing company is hyper-vigilant. My roommate had a guest pass on her rental car while hers was in the shop on New Year's Eve night, and they STILL towed her car! To top it off, the office hadn't been open for days, so she couldn't have gotten an updated visitor's pass anyway! She left her number on the visitor's pass and they didn't even call. Absolutely ridiculous.
Once, I would have really recommended this place to others. Not so much anymore.
